This issue started showing after we merged the pr: cBioPortal/cbioportal#10037

This pr fixed the frontend localdb connection issue: cBioPortal/cbioportal-frontend#4710. Ideally, it should also fix the localdb test in the backend. I tried to compare between the two circle ci files. But they look almost the same, and the backend does not override the property files during the process.

@pvannierop Could you help to take a look if there is anything I overlooked?
