Don't promote UseWorkingDirectory in Frosting default template

What You Are Seeing?

Cake Frosting Template in 1.0 RC3 calls UseWorkingDirectory. There are some known issues with setting working directory (e.g. with tool restoring). We should therefore not promote its usage in the default template.

Frosting default template should not contain a call to UseWorkingDirectory.
