Problem description

There are currently no Codeowners and Maintainers defined for this new repository.

Expected action

Collect the initial Codeowners and Maintainers within camaraproject/APIBacklog#70 and create a PR to update /CODEOWNERS and /MAINTAINERS.md accordingly.
