Problem description

README.md created as draft based on camaraproject/APIBacklog#71 and the discussion and decision within https://wiki.camaraproject.org/display/CAM/2024-09-05+TSC+Minutes

Expected action

Maintainers of the API repository should review the README.md and create a PR with needed changes.
