Update question about travel to include NA for online workshops #2599

Currently the question about travel expenses looks like this:

Travel expenses do not apply for online workshops so I am recommending one of the following:

Add an option for "Not applicable - online workshop." Note we would still have to consider how to handle the currently required checkbox.
Make this entire section display conditionally only for in-person workshops
