Instructor recruitment - change status to "Pending"

When an instructor is signed up via the recruitment process (whether signing up themselves or admin signs up for them), the status begins as "
Pending." The Admin can then change that to confirm or decline. After doing so, the Admin should also be able to revert the status back to "Pending."
