Deleting a Page puts the form into an unexpected state

In short, in the form-builder create a simple form add a page and then delete that page. Open the Logic view and you'll notice the Start group is detached from the Review group. The form is no longer able to submit.

Here are the steps (and form attached) from Pat who found the bug:

1. Created an unsubmittable form somehow. JSON of the form is attached. To create this form I added a radio button group, and then two short answers with the radio buttons determining which short answer should be displayed.
2. Branching screen showing the Review page for scenarios it should not exist
3. Attempted to delete a form with responses, got the error saying it could not be deleted but could also not dismiss that error box (just kept re-appearing)
4. Added a page, and then removed the page, which caused the Branching screen to show only a connection between Review and Confirm
