Doveadm rmb plugin has already more functionality then rmb tool.
rmb tool has no access to dovecot configuration.
keeping both (rmb and doveadm rmb plugin) up to date is additional work.

-> Is the rmb tool really necessary?

future development will ship the librmb as a separate library, rmb tool is the dovecot independent tool)
