In some cases (it seems like 50% of cases) when you ask China for an artifact, you don't get any artifact.

I believe this is a CleanSlate (or vanilla?) issue. I've noticed that the Protector General is somehow accumulating items, so when you ask China for an item, the item doesn't get created if it would be a duplicate for the Protector General. I haven't yet tracked down what is causing the the item accumulation though.
