WebSty has an English interface that can be called with a URL parameter:

http://ws.clarin-pl.eu/topic.shtml?en

Would it be possible to change the metadata of this tool in such a way that the "en" argument is included?

Following Tomasz' email, whenever a service from ws.clarin-pl.eu is invoked via the switchboard, the English language will be automatically chosen for the GUI. There is thus no need to pass the language parameter to them.

For me, the link given above opens in English. Can you try a reload to see whether this changes the behaviour?

I tested it in Chrome and Safari, the UI is initially rendered in Polish and after ~0.5 seconds it transitions to English. This happens on both links given in the preceding comments. @dietervu can you confirm?
