IBC Rate Limiting

Terra Classic is a chain with many assets which are hard to control.

Assuming that Terra Classic is accepted into Cosmos ecosystem through IBC again, we would need an ibc rate limiting feature to prevent massive outflow of capital from Terra Classic to Osmosis for massive selling. It is also used to prevent hacker from liquidating massive stolen amount.

IBC rate limiting is pretty much airport customs.
