Separate Customer Use Codes for Religious and Educational #169

Currently, the customer use codes for Religious and Educational classes are combined into a single type:

However, Avalara indicates that, effective January1, 2018, these should be separate use codes:

The issue has been addressed as of release 1.4.6. Closing issue.
