Azure의 PMKS 드라이버에서는 현재 설정된 autoscaling 값과 동일한 요청을 하는 경우 에러를 리턴하고 있습니다.
관련하여 CSP 드라이버별로 조금씩 다르게 처리하고 있는 상황이므로, 해당 함수들이 동일한 의미를 가질 수 있도록 정리하는 것이 필요합니다.
