Deprecate KV Namespace bucket attribute #1136

this feature (non-site kv buckets) was not intended to be released into the wild...and then was. The plan is to deprecate in 1.9.0, but I also want folks to have a place to give feedback on this decision. If you think we should not deprecate, please leave a comment on this issue stating your use case.
