@jyriok I had similar issue - the problem is with missing path parameter in your pipeline. Your jobs should looks like:
- name : deploy-stratos
plan:
- get: stratos-gh-release
- put: stratos-staging
params:
manifest: stratos-gh-release/manifest.yml
path: stratos-gh-release/
environment_variables:
CF_API_URL: https://xxxxxxxxxx```
and it should fix your issue.
