Missing java support

Solution to issue cannot be found in the documentation.

Issue

Installing ray-core is missing some packages required for e.g. raydp:
oap-project/raydp#257

In particular, the pypi package contains <package_root>/jars/ray_dist.jar which is necessary for raydp to work.

Hey @Hoeze, pretty this is nothing about 2.0, and just that we're not yet bulding the java bindings. PRs welcome! :)
