Conda develop does not create metadata file

This means that later dependency resolution may override development versions, effectively hiding your ability to use development versions. See conda/conda#1705

Workaround:

• install conda package that you want, then manually delete its folder from Lib/site-packages.
• run conda develop to install your package

Solution may require:

conda metadata does not currently have concept of development content. There is no package to point at. We may need to rethink some concepts.
