Related issue: consensus-shipyard/lotus#25

With the current size of the chain, full-nodes looking to connect to the network need half a day to fully-sync their peers. The size of the chain is growing fast, and this is just going to get worse (and we are less than a week in since we launched Spacenet).

We should provide periodic snapshots (every day?) for full-nodes to have a way to bootstrap their full-nodes fast.
