Add Mechanism to test changes to project-checks/action.yml across dependent repositories

Current State:
Today the mechanism to test any changes to the action workflow involves creating a release on the fork of the project-checks repository referencing it from another repository and verifying the changes.

Requirement:
It would make sense if this process could be automated.

Final State:
Ideally a CI which can run tests on a particular repository when changes to actions.yml is made.
