the Ubuntu runner fails to find <arpa/nameser.h> for some reason

(for some reason the failures are reversed here: on Travis, the Linux runner succeeds while the macOS runner fails, while on GitHub Actions, the Linux runner fails while the macOS runner succeeds)

I think I'm looking in the wrong places on Linux; for some reason it looks like it's trying to build with MinGW, which seems wrong... but it'd be cool if I could get it to work with that anyways, though...
