Improve error handling for loading balances #3240

Description
I see from time to time we struggle to get balances

We fetch balances for multiple tokens at once using the MULTICALL.

I also see we don't heal automatically and we need a page refresh.

Proposal
Add more resistance for these cases, and track how often they happen.
