#96 add the ability to stop the bridge when the consensus parameter "bridge_active" is set to false.

This feature could be potentially replaced by the circuit breaker (cosmos/cosmos-sdk#14226), still wip.

We want to investigate the possibility of replacing this feature by the circuit breaker and do the accordingly change if it is possible
