Add support for the whole pyirf v0.10 API as suggested in #1184:

Support extrapolation for GH_CUTS and AL_CUTS tables. For this, create Estimator objects, just like it is done for RAD_MAX tables in pyirf.
Support for different inter-/extrapolator classes.
