Poetry for building

(this is just to have a record to myself)

I would like to use poetry to build the package but it dependes on data_files (deprecated and not supported on poetry) to integrate with the Jupyter ecosystem that places templates the nbconvert templates under <prefix>/share/... so its not possible.

This could be an option one day:

• data/config path entry_points with minimal examples jupyter/jupyter_core#209
