In this issue I would like to request clarification of how community code contribution is supposed to work for smaller libraries that the sdk depends on, like cli_utils. I opened the pr dart-archive/cli_util#94 nine months ago, and the code has not yet been reviewed.

This leads me to believe that possibly PRs are not the intended method to contribute to these upstream libraries. The sdk contributing guide states that the chromium depot_tools should be used to contribute a CL to the sdk. However, the cli_util contributing guide does not specify anything similar. Is there any way that the contributing guide for the cli_util library can be clarified with how a change to that library may be submitted?
