Web UI documentation about Watchers should be migrated to Observers

Game Of Darts: Tutorial 6[1] mentions that some watchers need to be manually dispatched. While I believe the information currently there should remain intact, a note should be added about Observables.

web UI Specification section on Watchers[2] has a status note referencing Issue #156[3] which is now closed thanks to observables.
