Rethink log rotation

The logs for the Metro scraper only date back a couple weeks. This makes it difficult to diagnose problems that boil to the surface after the server deletes the log.

We might consider: retaining more than twelve logs, or rotating logs less frequently. (For both, we'd have to think about the disk space cost on the scraper server.)
