Feature: docker compose file.

Given the requirements for both a Redis and PostgreSQL instance to host the application. Would be a good idea to have both a dockerfile and docker compose files.

This would serve a dual function of being able to get a self-hosted local use/testing as well as documenting the software requirements and build needs for the application as well as a hosting environment.
