Some things are very difficult to test in netbots.

Describe the solution you'd like
Others have started work on a viewer/robot mix that allows testing. The goal is to make that into something that is generally useful. There should be no changes to anything else in netbots to do this. I suggest creating a new directory called netbots/test/ and putting all files under that. It can have its own netbots/test/README.md file.

I am currently trying to setup a test harness but I am having trouble passing the server messages to the bot from the viewer.
