Official GitHub Actions integration

I would appreciate an official GitHub Actions similar to mwhitaker/dbt-action but maintained on a regular basis. The GitHub Actions command should be able to execute dbt commands in a GitHub Actions workflow.

I think it would be a great benefit to the community to be able to

1. running dbt parse or dbt test in pull requests before they get merged
2. running dbt run on commit time or in a nightly build via a time based trigger
3. automatically generate dbt docs and publish the static content somewhere...

Project mwhitaker/dbt-action is far behind, with latest version released is 1.6.3. A official version should be updated as soon a new version is released.
