Cron Translator link should open a new browser window #1734

Currently the Cron Translator link for defect tracker scheduling (and probably Remote Provider scheduling) opens up the external page over the ThreadFix window. This link should probably open up a new browser tab/window to keep the user inside of ThreadFix.
