factor out LineageDB from charcoal / add support functions to sourmash #96

(this is kind of a cross-repo issue, but I'm putting it here for now because code is evolving faster in charcoal than in sourmash :)

it would be valuable to properly separate out what support functions are needed in sourmash, vs what is charcoal specific.

see this comment over in sourmash.

the code in charcoal/lineage_db.py and some of the utils functions are particular candidates.

maybe relevant: LineageDB class and sqlite support! sourmash-bio/sourmash#1651
