Flag chat messages that violated the safety layer in the transcript view

Currently we send an email when a chat message violates a Safety Layer. The reviewer might find it helpful to know this happened and what message triggered it when going through the transcripts.

Thought: We update the event that fires when this happens in the following ways

• Add context to the event. This will allow us to "mark" the chat message in the handling of this event
• Move the sending of the email into the event handling as well

This should use the tags to apply a tag to messages that fail.
