(This issue prompted by @venkatachalapathy.)

As designed by @srikanthmudigonda, SPECscape uses a latin hypercube approach to run sets of parameters values that more or less cover the parameter space. Adapt this approach to SPECnet.

Prerequisite: get all on the same page via Zoom call.
