DMD Windows Compiler options list incorrectly shows -fPIC as an option. #765

The DMD Windows compiler options at:

https://dlang.org/dmd-windows.html#switch-fPIC

incorrectly list -fPIC as an option.

C:\Users\kheaser>dmd
DMD32 D Compiler v2.085.0 does not have this as an option (-e to -g without -fPIC)

-extern-std=[|h|help|?]
set C++ name mangling compatibility with
-g add symbolic debug info
