When debugging with breakpoints in worker, unable to generate a new block

When using the debugger to breakpoint in GeneratePendingHeader and EVM in the worker, something breaks, and once breakpoints are lifted, I'm unable to generate a new pending header. I can mine a block and append it, but the node does not generate a new one. Every block I try to mine is the same block, just different order.
Possibly relevant errors:
NodeSet not found for entropy
invalid parent entropy
