Aspire starter tutorial requires refresh on Mac - makes workflow look broken #1600

Describe the bug

I am following the VS Code version of this tutorial on the website. When I reach the step to hit F5, a new tab opens but Safari says that it cannot connect to localhost. I then spent about 5-10 minutes trying to look for some error in the outputs tab in VS Code (C# Dev Kit, C# Debugger, Aspire, etc.) and didn't see anything that indicated an error. I went back to the browser and manually refreshed the page and then it worked but it felt like I wasted a ton of time searching for an error which was frustrating.

Expected Behavior

When I hit F5, it should open a new tab that shows the dashboard without me having to refresh the page. (This works just fine on my Windows machine)
