.Builder would return a non-generic Fluent API builder to make bulk configuration easier.
.GetBuilder<T>() or .GetBuilder<TPrincipal, TDependent>() would return a generic builder.

Additionaly / alternatively add public constructors to Fluent API builders to make it posible to use them on top of Metadata API objects.
