Blacklist to lock out specific users from using the app

Google Playstore demands that there is a blacklist for users who violate the terms for user generated content (ugc). THis blacklist will get hosted on the ipfs and maintained by tibfox until we have a better structure to do so.

Users on the blacklist and their content will have to get hidden inside the app.
