Following Craig's advice, create example of the timeout banner for user's that have javascript turned off

Currently they would be timed out without a warning which then makes the service non-compliant. Need a solution for this instance.

Guidance page currently says

If the user’s device is not running JavaScript, display a banner which warns them about the timeout. The banner should include the content specified above for if a user is signed in or not signed into a service.

Banner is created and example and code set in page. Approved by Craig.
