Publish draft guidance for the Horizontal navigation component for preview period.

The new component needs guidance on how to use it.

  • Composition examples built and added to page
  • Guidance updated to refer to correct examples
  • Nav items etc updated to include new component
  • pa11y and playwright tests updated
  • Guidance published
