Validate to use specifically prepared pools when used with release config

As relase config command is uses throughout the orchestrator commands, it is anticipated pools will be prepared with release config limiting to a domain as specified in the release config. Though currently validate supports using a release config mode, it is activated on any provided pools, validate should only fetch pools specifically prepared with suitable telease config
