Some functions in NCIP, such as requesting an item or recalling an item may require input from a User (or the application) to request a "Pick up Location." The current problem is that there is no way via NCIP to query the Agency to obtain the list of possible Pick up locations (the initiator would have to already know them and stay current on the list of locations). (Perhaps some ILS and other responder don't have a way to supply this information either, but that is a different issue).
Consider creating an extension to carry this data.

[~pzurek] is going to work on Reqeust Item and cancel request for Voyager, but his assumption will be that initiating application will have to have some knowlwege about what pick up locations exist. His work will assume that inititating app supplies all the correct data in the request and will not be concerned with how the app finds that information out.
