Debug Configuration Edit Server Configuration Popup Loss of Focus Unable to Operate Bug

Describe the bug
PHP editing service configuration, pop up child windows cannot be operated, only by closing the parent class window can operation pop up the window

Eclipse Version (ex. 2023-12),
PDT version (8.2.0)

To Reproduce
Steps to reproduce the behavior:

1. Go to toolbars

2. Click on debug configuration or run configuration to pop up the configuration window

3. Click on Server configuration to pop up Edit Server

4. Edit Server pop-up dialog box cannot be operated
