According to @jjohnstn:

This is to let you know that I refactored the ConvertLoopFix to ConvertLoopFixCore and moved its dependencies so jdt.ls can use it to convert user "for loops" into foreach loops.

The gerrit change is: https://git.eclipse.org/r/147577

so we can start providing that code action
