No error on invalid tag sequence format

Describe the bug
The s-l-comments part of rule-s-l+block-collection requires there to be a newline break between tags ! and a sequence -

To Reproduce

! -
 a
- b
---
!
-
 c
- d

Expected behaviour
An error to be given at the first - (the a item)
b, c and d should all be fine

• Environment: VSCode 1.90
• yaml: 2.4.5
