Valueset - JRC RAT API and extended vaccine list

Release Notes

1. New version 2.0.0 (as per semver) due to break in back-compatibility due to the change(s) in the JRC API.

2. The script update-rat.sh is now consuming the new JRC API which provides information about RAT test being removed from the common list. Script feeds active attribute based on RAT database and writes date of removal of the test in the version attrbute. This is a slightly modified script created by Daniel Karlsson.

3. Value Sets for EU Digital COVID Certificates, Version 1.2 formally approved and published by the eHealthNetwork on 2021-07-07.
   Summary of changes:
