Describe the bug
Horizontal Scroll bar for Count box on Alerts page is not fixed to Count Box Border and moves up and down as the Rule Name list increases/decreases.

*Browser Details
This issue is occurring on all browsers.

Preconditions

1. 7.15.0 Snapshot Kibana cloud environment should be available.
2. Alerts must be present for different rules.

Steps to Reproduce

1. Navigate to Security -> Alerts
2. In Count box , observe the location of "Horizontal Scroll Bar".
3. Generate few alerts from some other rules which are not earlier present in Count box.
4. Observe that "Horizontal Scroll Bar" moves downwards as the list of rules name increases.

Note : When No Alert is present, "Horizontal Scroll Bar" touch to the top and a blank box is created inside of Count box .

We have validated this issue on 7.15 BC2 build and found that issue is now fixed.
