Relates to #111721 and elastic/elasticsearch#76801.

We can now use alerting without TLS when security is enabled. However, API keys still cannot be disabled.

I'm working on updating the alerting UIs and documentation in #115234 but I also noticed Stack Monitoring has some checks as well.

Steps to reproduce:

  1. yarn es snapshot
  2. yarn start
  3. Navigate to Stack Monitoring
  4. Attempt to create rules and notice the toast message
