[Lens] "Show underlying data" drilldown action

In #70045 we disabled the automatic filter context action for dashboards to show underlying data as it was very disruptive. Managing this on the instance level is probably not giving the user enough control. Implementing it as a drilldown instead users can enable it per-panel in the places where it makes sense.

This new drilldown action would only be enabled for Lens and pick up all of the filters the same way the context panel action does (in addition to the filter of the performed click/brush), then navigate to discover for these. There wouldn't be any settings in the drilldown except for "Open in new tab".
